Why Permits Matter
Submitting the proper permit applications is a critical step in ensuring that any construction, renovation, or structural modification is done safely, legally, and in compliance with local zoning and building codes. Permits help protect property owners, builders, and the community by ensuring that projects meet structural, safety, and environmental standards.
Assessment
In accordance with the Uniform Construction Code, Act 45 of 2004, building permits are generally required for most construction projects. However, there are some exceptions to this requirement.
East Butler Borough is in full Compliance with the Uniform Construction Code.
Even if a project is exempt from the Uniform Construction Code, it may still need to be reviewed by the Butler County Assessment Office. An assessment is a percentage of your property's market value, used as the basis for applying tax millage. The Butler County Assessment Office is responsible for establishing property values and maintaining accurate assessment records for the county. The staff works closely with local municipalities and tax collectors to ensure all information remains current.

How to know if you need a zoning permit.
The only time zoning permit is not needed, is for a portable shed under 100 sq ft.
A shed is defined as a non-permanent, portable accessory structure designed for the storage of household goods, tools, and equipment. Under no circumstances may a shed be used as a dwelling.

Building Permit Information
All carports will need a Building Permit but no inspections.
Garages over 1000 sq ft will need a Building Permit with inspections.
All decks will require a building permit and inspection.
All attached garages no matter the size will need a Building Permit and Inspections.

Fill out the forms completely and return them either by mail or by dropping them off in person at the borough building.
*Please note BOTH forms must be filled out COMPLETELY.
Zoning and County Assessment Review
In most cases, Drew Mooney our Zoning Officer will visit the property to ensure the proposed work complies with local zoning regulations.
A fee will apply.
If more than one visit is required, there will be additional charges for every visit.
Borough Review and Submission
Once your application is received, and approved by the zoning officer, the Borough will forward all paperwork to MDIA (Middle Department Inspection Agency) for further processing.

Work with MDIA
After MDIA receives your information and it is all complete, MDIA will contact you to finalize the permit process, including any additional inspections or approvals required before construction begins. From that point forward MDIA will serve as your main point of contact, guiding you through inspections, verifications, and certifications.
